Services available via the Online Placement site
Online Placement is a recruitment site that may be used by employers to post job offers
and by job seekers to publish their candidacies.
Guarantee and liability
Emploi-Québec cannot guarantee the confidentiality of information provided over the Internet. It refuses all liability for damages that could result from the unlawful use of personal information that a user provides to a third party (e.g., an employer) by E-mail, a hyperlink, a third-party website or other means.
Emploi-Québec cannot guarantee the truthfulness, accuracy or reliability of information contained in job offers and candidacies published on the Online Placement site, including user identities. It therefore may not be held liable for damages with this respect.
By using Online Placement, you acknowledge that you bear full responsibility for the form, content and accuracy of the information that you post on the site and any personal information that you provide to a third party.
Copyrights and trademarks
The content published on the Online Placement website is protected by copyrights held by Emploi-Québec or the users who supply the content. The content on the Online Placement website is the exclusive property of Emploi-Québec and it is prohibited to copy, distribute, transmit, modify, reproduce or publish it in any manner without prior authorization from Emploi-Québec. It is also prohibited to use any trademarks that appear on the Online Placement website without written authorization from Emploi-Québec or the holder of the trademark.
Protection of personal information
Employers may require certain personal information in the service offer they ask candidates to complete (so that they can reach people for job interviews, for example).
Your social insurance number, date of birth, driver’s licence number, health insurance number and banking information (sample cheque, account number, credit card number) are personal information that must not be provided to an employer. Candidates may, however, be asked to provide certain personal information upon being hired.
If an employer requests personal information, it is up to the candidate to make sure that the employer actually requires this information in order to assess the service offer. This precaution is aimed at preventing identity theft and noncompliance with the obligation to treat personal information as confidential.
You should therefore find out about the risks of providing certain personal information to a third party. Someone with bad intentions, for example, could use your social insurance number or date of birth to request a credit investigation without your consent. Your credit card number could also be used for unauthorized online purchases.
Use of online services
It is prohibited to utilize automated data collection systems, web robots or any other similar methods (devices, software, routines, automated requests, etc.) in order to use the Online Placement website, collect or use data, post a job or register a candidacy. It is also prohibited to use or attempt to use measures that place unreasonable or excessive requests on the website’s infrastructure or that hinder the security or accessibility of Online Placement (interference, computer viruses, overloading, attempting to take control of the website, contravening the security or authentication process, etc.).
Persons who use personal information for fraudulent purposes are liable to up to ten years in prison. A complaint will be filed with the police against anyone who uses Online Placement to commit or attempt to commit fraud.
Posting of job offers and candidacies
Online Placement posts job offers and candidacies as submitted.
It is not responsible for any content or for any consequences of publishing such content.
Emploi-Québec reserves the right to withdraw any job offer or candidacy that:
- refers to illicit, criminal or immoral behaviour;
- infringes on human dignity
- is controversial;
- is inappropriate or unsuitable;
- contains prohibited words that the employer or job seeker refuses to delete.
Emploi-Québec also reserves the right to withdraw any job offer:
- where the employer requires the worker to pay a fee or make a monetary investment in order to produce goods or to provide services offered by the employer;
- that includes unpaid training among its conditions of employment or where the cost of training must be paid by the candidate, or where the candidate must purchase a sales starter kit;
- posted in order to create a bank of candidates, unless the offer specifically mentions that the purpose is to create such a bank;
- published by an employer whose Québec enterprise number (NEQ) has been struck off or who is using a name that differs from the ones recognized by the Registraire des entreprises du Québec (REQ), as shown on the REQ website;
- posted simultaneously for the same job;
- that does not represent a true job opportunity;
- where the place of work indicated does not correspond to the actual place of work;
- that does not comply with all of the applicable laws and regulations of Québec (Act respecting labour standards, Charter of human rights and freedoms, Act respecting Access to documents held by public bodies and the Protection of personal information, Act respecting the protection of personal information in the private sector, etc.).
In such a case, Emploi-Québec notifies the user in writing. Please note that when Emploi-Québec communicates in writing with employers who have a place of business in Québec, the communication is in French only.
Registration, job offers and candidacies
Registration is not required in order to search for a job or a candidacy.
However, an employer or job seeker must register with Online Placement in order to do the following:
- publish job offers or candidacies and manage his or her recruitment or job search process;
- apply online for a job;
- create Alerts in order to be notified automatically of job offers or candidacies that meet selected criteria;
- for employers to access detailed information provided in job seekers’ candidacies.
The use of an employer’s Québec enterprise number (NEQ) by another employer in order to register for Online Placement is strictly prohibited.
It is important that you protect the confidentiality of your Online Placement account, by not disclosing your user code or password to a third party.
The user registration and user ID are valid for a maximum of 730 days if no transactions are carried out during this period.
Preparing job offers
Employers may not ask a candidate to provide personal information in order to assess the latter’s suitability for a job offer. They must be able to explain the reason for any requested information.
Once employers have registered for Online Placement, they need to prepare and publish a job offer so that job seekers can consult it. It is important to ensure that the information provided is of good quality, taking care in particular to ensure that the information is reliable and complete.
Employers are responsible for ensuring the truthfulness, accuracy and reliability of the information contained in the job offers they post on the Online Placement site.
Online Placement follows the National Occupational Classification (NOC), which classifies and describes occupations carried out in Canada. Employers must select the job title that most closely corresponds to their job offer.

The place of work indicated must be the location at which the work will be carried out.
The correct postal code must be provided in order for job offers to be posted on the various federal
and provincial job banks and for matching place of work, local employment centres and regions. If an employer has difficulty recruiting employees because the bank of candidates is limited in the region in question, the employer can ask that the job offer be published in other regions of Québec by calling one of the numbers listed at the end of this document.
To practise certain trades in sectors such as construction and automotive mechanics, a worker may have to hold a certificate of qualification, competency certificate or a permit issued by Emploi-Québec or the Commission de la construction du Québec (CCQ). For this type of employment, the employer must enter the specific name of the certificate of qualification, competency certificate or permit in the Qualification Wanted section when completing the job offer.
A maximum of 1 500 job offers may be recorded per employer file.
Preparing a candidacy
Job seekers are responsible for ensuring the truthfulness, accuracy and reliability of the information contained in their candidacies, including the information provided in their résumé.
Once a job seeker has registered with Online Placement, he or she must prepare and publish at least one candidacy so that employers can consult it. There are four types of candidacies:
- Regular candidacies: for persons seeking full-time or part-time employment. This type of candidacy is automatically withdrawn 60 days after it is posted if there has been no follow-up or extension;
- Student candidacies: for students seeking a Québec government job or a non-government job. The system automatically enters September 30 of the job-search target year as the expiry date for publication of the candidacy;
- Internship candidacies: for students seeking an internship in their field of study;
- Holders of a Québec Selection Certificate (CSQ): for persons who have obtained a CSQ from the Ministère de l’Immigration et de la Diversité et de l’Inclusion and who are living outside Canada.
A candidacy that has been withdrawn by the system or never published will be deleted from the job seeker's file after 60 days (except the candidacy of a person who has a CSQ). A candidacy that has been withdrawn by a job seeker will be deleted from his or her file after 120 days.
Once a candidacy has been deleted, it is no longer possible for the job seeker or Emploi-Québec to access it. The summary of job offers for which the job seeker has applied using the candidacies in question will also be permanently deleted.
Replying to a job offer (applying for a job)
When candidates reply to a job offer, via either Online Placement, E-mail or the employer’s website, they may be asked by the employer to provide personal information. It is up to the candidate to make sure that the employer actually requires this information in order to assess the service offer. This precaution is aimed at preventing identity theft and noncompliance with the obligation to treat personal information as confidential. We strongly recommend that you do not provide personal information such as your social insurance number, date of birth or information about your financial position before being hired for the job for which you are applying.
Language of work and language of publication
The official language of Québec is French, in accordance with the Charter of the French language. By law, a job seeker cannot be required to be fluent in or have a certain level of knowledge of a language other than French, unless that knowledge is required in order for him or her to carry out the job duties. All job seekers have the right to submit their résumé or offer their services in French when applying for a job in Québec.
Job offers must be published in French.
They may also be published in another language.
Job seekers may publish their candidacies in a language other than French.
However, all job seekers have the right to require that an employer who has a place of business in Québec contact them in French and workers have the right to carry out their activities in French when working in a place of business in Québec.

Placement agencies and other labour market intermediaries
Placement agencies and labour market intermediaries must register their job offers on Online Placement themselves and cannot use Emploi-Québec’s job placement services.
Emploi-Québec reserves the right to require a placement agency or labour market intermediary to provide it with the client’s name with respect to a particular job offer.
Registering a candidacy for an occupation governed by a professional order or for a trade requiring a certificate of qualification/competency certificate
To register a candidacy for an occupation in a profession with exclusive rights to practise or a reserved title, you must be a member of the professional order responsible for the profession.
Members of professional orders all have a reserved title. In addition, some have exclusive rights to perform certain acts or activities, which are reserved for them.
Subject to certain conditions, the practice of certain trades may be limited to persons who hold a certificate of qualification/competency certificate.
Professions with exclusive rights to practise
Only members of the recognized professional order may use the professional title and practise the activities reserved by law for the following professions:
advocate, acupuncturist, agrologist, architect, land surveyor, hearing-aid acoustician,
chemist, chiropractor, chartered accountant, dentist, denturologist, geologist, bailiff,
nurse, forest engineer, engineer, veterinary surgeon, physician, notary, dispensing optician,
optometrist, pharmacist, podiatrist, midwife, medical imaging technologist, radiation oncology technologist .
Professions with reserved titles
Only members of the recognized professional order may use the professional title reserved by law for the following professions. However, members do not enjoy the exclusive right to practise the activities involved in these professions.
The following titles are reserved:
certified management accountant, certified general accountant, dietician, nutritionist, social worker,
psychologist, certified human resources professional, certified industrial relations counsellor,
vocational guidance counsellor, guidance counsellor, urbanist, town planner, city planner,
chartered administrator, certified management advisor, chartered appraiser, chartered assessor,
dental hygienist, dental technician, speech therapist, speech-language pathologist, audiologist,
physiotherapist, physical therapist, physical rehabilitation therapist, physiotherapy therapist,
physical rehabilitation technician, physiotherapy technician, occupational therapist, nursing assistant,
licensed practical nurse, medical technologist, registered technologist, applied sciences technologist,
professional technologist, professional technician, registered respiratory therapist,
technician in inhalation therapy and anesthesia, certified translator, certified terminologist, certified interpreter.

Trades requiring a certificate of qualification/competency certificate
To practise construction trades such as the following, a person must hold a certificate of qualification/competency certificate issued by a body approved by the Québec government:
bricklayer-mason, insulator, tile setter, carpenter-joiner, boiler maker, cement finisher, roofer, electrician, tinsmith, reinforcing steel erector, refrigeration mechanic, crane operator, elevator mechanic, millwright, heavy equipment mechanic, fire-protection mechanic, structural steel erector, erector-mechanic (glazier), heavy equipment operator, painter, plasterer, resilient flooring layer, interior systems installer, ornamental ironworker, pipe fitter.

A certificate of qualification from Emploi-Québec is required for stationary engine mechanics, installation and maintenance of natural gas and propane equipment, handling of gas, and treatment and distribution of potable water. In non-construction sectors, a certificate from Emploi-Québec is required for work involving electricity, pipe fitting, refrigeration systems and mechanical conveyor systems mechanics.
For automotive mechanical work, a qualification certificate issued by a parity committee of the automotive services industry may be required. For more information, see the CPA Montréal website (http://www.cpamontreal.ca).
Job offers may also be released via other media (newspapers, telephone lines, radio)
if they meet certain criteria for the regional or Québec-wide labour market.
